There is nothing to install. Simply run TagToogaSfx.exe to create a self-extracting EXE from a Zip archive.
Important: You will need to make sure the Microsoft .NET 2.0 Runtime is installed on your computer to run the self-extracting EXE creator. The EXE that is created however, does not require the .NET runtime to be present.
Important: The ChilkatDotNet2.dll needs to be located in the same directory as TagToogaSfx.exe.
